Rafael is our Senior Manager for Airspace at Murzilli Consulting. He holds an engineering degree in Aerospace, specialised in Air Navigation and Airports, and has over 2 decades of experience in the field of aviation. He is the former Head of Airspace Operational Coordination Dept. for New Entrants & Non-standard operations management at ENAIRE, where he led a team of 27 people. He was also a member of the national PBN Team and a key player in the implementation of Spain’s first GNSS-based approach and the first GBAS approach in Malaga, and the further development and implementation of the plan. He is also a former representative in the Technical Task Force of CANSO Europe, former representative in the ICAO's Instrument Flight Procedures Panel of experts, and some other working teams related to PBN at European and ICAO level.
At Murzilli Consulting, Rafael applies his expert knowledge and leadership skills to projects with our clients involving UAS and ATM regulations, airspace management, rulemaking, sustainability and crewed and uncrewed aircraft. He provides services in ANSP-CAA-MAA-NSA relations, European and national certification processes and regulatory strategy.
