Murzilli Consulting’s Operational Authorisations (SORA) service provides end-to-end project management of the flight operations process. The service is defined into 9 steps to ensure that the SORA process runs as quickly and smoothly as possible. Our team has extensive expertise that enables us to support organisations in gaining operational authorisations (SORA) for any SAIL level in any country where SORA is accepted, including the challenges of SAIL III, IV, V and VI.

Initial Assessment

Our consulting service includes a comprehensive assessment of available documentation to ensure all relevant materials are in place. We work closely with clients to gain a thorough understanding of their specific processes and requirements. Additionally, we collaborate to define a clear, realistic timeline for the project and if required, perform a background check with the CAA to ensure alignment with key objectives and milestones and prepare the optimal pathway forward for successful project execution.

ConOps

We thoroughly evaluate the Concept of Operations (ConOps) to potentially flag any issues and offer guidance on how to optimise them for regulatory authorisation applications.

SORA Part 1

During this step, we align your ConOps and compliance strategy with the SORA requirements, review and offer guidance on your SORA documentation and containment strategy, check that the ground risk class (GRC) and air risk class (ARC) are aligned with the operational location and environment and if applicable, your deconfliction scheme for air risk. We can also perform a detailed review of all existing mitigations and their robustness, or define mitigation strategies for the specific use case to ensure compliance with safety standards and minimising operational risks.

SORA Part 2

We provide comprehensive support in verifying that the operational safety objectives (OSOs) are accurately aligned with the Specific Assurance and Integrity Level (SAIL) for your operation and develop a compliance strategy to ensure compliance with the applicable Operational Safety Objectives (OSOs).

Adjacent Airspace Considerations

We assess any potential infringements on adjacent areas on the ground and/or adjacent airspace. We also identify and define any additional risk factors associated with your operation and provide recommendations to mitigate them. This includes supporting operators to comply with the level of containment required in the adjacent area.

Annexes

We offer support leveraging the annexes to the SORA main body, providing rationale and guidance to strengthen your submission and use alternative pathways to the default SORA track to move forward and enable operations.

Safety Portfolio

The safety portfolio contains expertly tailored annexes on the SORA methodology, which highlight the key safety measures and operational procedures and reinforce the robustness of your safety procedures. This includes validating the client’s operational procedures and emergency response plan (ERP) training.

Final Review and Confirmation

We provide a thorough validation of your entire package, checking for completeness, accuracy and alignment with regulatory requirements. This is followed by a detailed feedback session to discuss findings, address any concerns and make the necessary adjustments.

Application

We support the preparation of the application to ensure the complete application is intact. We also highlight areas where you will be required to prepare evidence for review. During the application process, we also provide guidance on responding to feedback from the authority until the project is completed. This includes supporting operators with the preparation for audits in order to maintain the required level of safety.
