A DVR is a critical step in ensuring a UAS design meets the necessary safety and performance standards required for medium-risk operations in the specific category. Murzilli Consulting’s Design Verification Report (DVR) service provides end-to-end support to help organisations successfully move through this process.

We provide support services for:

Phase 1: Design Verification Report (DVR) Application Preparation

Design review (DR)
Before applying for a DVR, Murzilli Consulting recommends that an organisation first complete a DR. The DR ensures that the activity planned for the aircraft design is appropriate for the intended business, safety and design verification or certification objectives.

End-to-end Project Management of the Design Review
We provide complete project management and design verification coordination and ensure that all necessary licenses and approvals are obtained in a streamlined and efficient manner.

Review and Update of Airworthiness ConOps and Aircraft Requirements Document
We ensure that your documentation aligns with the regulatory standards and operational safety procedures.

End-to-end Support and Guidance on Documentation
We offer support throughout the documentation process and ensure that all materials are prepared, accurate and meet the requirements.

Compliance Checklist Support
We will review each step in the requirements listed in the design review compliance checklist to ensure the project is fully compliant.

We understand that all cases are unique. In addition to our baseline services, we also offer the following add-ons (per request):

  • Documentation writing and review for airworthiness ConOps
  • Design review event management
  • Design review master of ceremony
  • Report including the results and recommendations for the design review

Design Management System (DMS)

In addition to the DR, Murzill Consulting also recommends that applicants establish a DMS before applying for a DVR. The DMS ensures that the project has effective and transparent organisational processes and procedures (including flight testing). This can be documented in a design organisation handbook (DOH).

Support Achieving the Perfect Balance Between Agility and Stringent Processes
We support by enabling efficient operations while maintaining compliance and quality standards.

Achieving the Minimum Requirements for an Effective DMS
We advise on how to meet the regulatory and operational requirements necessary to establish a robust and compliant DMS.

Custom DOH Templates
We craft our templates to fit the unique needs of our client’s businesses.

Review and Update of DOH
We expertly review and provide recommendations for updates for an optimised and compliant DMS.

We understand that all cases are unique. In addition to our baseline services, we also offer the following add-ons (per request):

  • Gathering information for the DOH preparation
  • Creation and writing of DOH
  • DOH training for all relevant employees of our client

Phase 2: Design Verification Report

Phase 2 focuses on the completion the design verification process, using a 9-step procedure.

End-to-end Project Management of the DVR Project
We provide full management of the DVR process, including seamless coordination with the relevant authority to achieve compliance and certification.

Establishment of Applicable Airworthiness Codes and Certification Basis
We support in establishing the airworthiness codes and develop a solid design verification basis tailored to needs of the project.

Support Defining the Design Verification Plan
We offer expert guidance in defining and structuring your DVR plan.

Develop and Execute a Functional Test-based Programme
We assist in the development of a custom functional test-based programme using processes similar to the FAA’s durability and reliability (D&R) process for small unmanned aircraft systems (sUAS) or flight test programme.

Establish the Compliance Matrix
We will identify the applicable Means of Compliance (MoC) required for your design verification report and include the necessary evidence of compliance.

Assistance or Direct Project Management of Compliance Demonstrations
We oversee testing procedures, prepare detailed reports, conduct analyses and mange simulations.

Creation of any Compliance Documentation or Verification Reports
We ensure that each document is expertly prepared to meet regulatory standards, and provides clear evidence of compliance with the relevant aviation authorities.

Preparation and Support with all Authority Meetings and Correspondence
We manage all correspondence, meeting preparation and ensure clear communication with the relevant aviation authority.

Support for Compliance, Monitoring, Maintenance and Improvements
We assist with monitoring compliance, maintaining standards, and implementing necessary improvements as needed.

We understand that all cases are unique. In addition to our baseline services, we also offer the following add-ons (per request):

  • Design process definition and implementation
  • Design review process definition, including the definition of all design reviews (e.g. critical design review or final design review)
  • End-to-end coordination and establishment of the design verification and flight test operations
  • Development and execution of a functional test-based programme (SAIL II and III)
  • Development and implementation of a demonstration test plan following ASTM standard F3478-204 (SAIL II and III)
  • Preparation of flight test plans and flight test reports
  • Preparation and review of technical publications
  • Support with aircraft and system safety assessments (according to SAE ARP 4761 and SAE ARP 4754)
  • Assistance with or direct support with selected compliance demonstrations
  • Authority liaison and management

Under certain circumstances for SAIL II and III, approval can be obtained through a self-declaration of compliance to the national aviation authority (NAA). If this happens to also be the case for you, we’ll help ensure that the process of legally self-declaring compliance for all operations is done correctly.
