The JARUS Working Group (WG) Safety and Risk Management (SRM) have published an update to the pre-defined risk assessment (PDRA) -02.
The changes to the existing PDRA have been outlined in an explanatory note which consist of 2 elements:
🔸A general description of the operation (introduction and scope), a predefined Risk Assessment of the outlined operation (A2 form), a list of documents (BOM & modules) that are needed to get a full OM as well as a compliance Matrix (A4 Form) referencing all evidence.
🔸Guidance that is used for each PDRA and allows the operator to create a full Operations Manual for the specified PDRA. The guidance consists of a Basic Operations Manual and a full set of modules for all necessary modifications required to cover each specific PDRA. This will provide examples on how to comply with the requirements of each PDRA.
WG SRM made the decision to develop PDRA-02 Version 2.0 to be compliant with SORA 2.5, therefore the PDRA has been adjusted for the latest version of SORA.

The Federal Aviation Administration (FAA) has published their final rule to establish the requirements for pilot certification and operation of powered-lift, as defined in title 14 of the Code of Federal Regulations as “heavier-than-air aircraft capable of vertical takeoff, vertical landing, and low speed flight that depends principally on engine-driven lift devices or engine thrust for lift during these flight regimes and on non-rotating airfoil(s) for lift during horizontal flight”.
The final rule:
🔸Makes changes to numerous existing regulations and establishes a Special Federal Aviation Regulation (SFAR) with new requirements to facilitate instructor and pilot certification and training.
🔸Applies helicopter operating requirements to some phases of flight and adopts a performance-based approach to certain operating rules.
🔸Allows pilots to train in powered-lift with a single set of flight controls; legacy rules require two flight controls – one for the student and one for the instructor.
Annex C to CS-UAS mainly supplements Subpart F for systems made of hardware and software components that use AI. These systems, referred to in the document as High Complex Systems (HCS), provide outputs that feed into a higher-level system performing safety-critical functions based on those outputs.
The document states that Annex C does not replace any of the requirements found in CS-UAS.2500 to CS-UAS.2510 and should be used in addition to them and the associated AMC.

The FAA is conducting National Environmental Policy Act (NEPA) reviews for advanced drone operations proposed to the FAA for authorisation.
There are three levels of NEPA review:
🔸 Categorical Exclusion (CATEX)
This involved a category of actions that an agency has determined that usually does not have a significant effect on the human environment.
🔸Environmental Assessment (EA)
An EA is a concise public document, for which a federal agency is responsible, for an action that is not likely to have a significant effect or for which the significance of the effects is unknown.
🔸Environmental Impact Statement (EIS)
An EIS is a detailed written statement that is required by section 102(2)(C) of NEPA. EISs are prepared for proposed actions that are likely to result in significant environmental impacts.
The FAA have also published a Community Involvement Manual established in the Community Involvement Policy, to give the public an opportunity to be informed, become involved, and have their interests and views considered as the FAA evaluates proposals that might affect them.
Public involvement is encouraged by commenting on the FAA’s Draft EA by November 29, 2024 using the email in the link below.
The Peruvian Secretariat of Government and Digital Transformation has published the draft Supreme Decree for public consultation, approving the Regulations of Law No. 30740, which regulates the use and operations of Remotely Piloted Aircraft Systems (RPAS).
The General Directorate of Civil Aeronautics highlights the importance of these regulations, as the absence of such guidelines poses risks to both manned aircraft operations and public safety.
The draft decree is available for public consultation until November 4, 2024. Interested parties are encouraged to submit their opinions, comments or suggestions.
This temporary management instruction (TMI) outlines alternative methods to be used in SORA version 2.0 (SORA 2.0) based applications and for CASA in the assessment of these applications under Part 101 of Civil Aviation Safety Regulations (CASR).
The document includes an updated approach for calculating the final ground risk class using a revised intrinsic ground risk class (iGRC) table, adjustments to ground risk mitigations, and an optimised grid resolution table.
The TMI is intended to complement the published JARUS SORA document suite and CASA's assessment of remotely piloted aircraft (RPA) operations by providing both quantitative and qualitative definitions of population density.
The TMI includes the following 2 applications:
🔸Instruction 1 - Grid resolution for determining the iGRC
For all applicants and CASA Officers using any version of the SORA methodology to assess the ground risk of an RPA operation.
🔸Instruction 2 - Alternate iGRC table and M1
For applicants choosing an alternative iGRC table (Table B in the document) and CASA Officers assessing the application.
** In the case that an applicant uses a M1 ground risk mitigation when using the iGRC (Table B), they also need to use the TMI’s alternative scoring table (Table R1), M1 integrity table (Table 2) and M1 assurance table (Table R3).
Feedback from CASA staff to further develop the application of the SORA methodology in Australia will be reviewed and considered.
