The European Union Aviation Safety Agency (EASA) has introduced a new database to improve visibility and understanding of Part-26 mandates applicable under Annex I to Regulation (EU) 2015/640.
Part-26 sets additional airworthiness standards and safety improvements for aircraft that have already been certified, helping align older aircraft designs with modern safety standards. The initiative follows industry feedback regarding the implementation and oversight of recent mandates.
Key elements:
🔸The new Excel database summarises applicable mandates under Annex I to Regulation (EU) 2015/640.
🔸Users can filter requirements by applicability date, aircraft type, operational category, affected organisations and competent authority.
🔸The database is available through the EASA Easy Access Rules page.
🔸The current version contains Part-26 mandate information currently available within the database scope, with further updates and expanded coverage planned over time.
🔸EASA is inviting stakeholder feedback for future improvements
The initiative is intended to support operators, CAMOs and other aviation stakeholders in identifying and tracking applicable Part-26 obligations more efficiently, while supporting continued compliance with European aviation safety standards.

The European Union Aviation Safety Agency (EASA) has published an updated version of the Easy Access Rules for Normal Category Aeroplanes (CS-23), providing a consolidated and user-friendly collection of applicable certification specifications, acceptable means of compliance (AMC), and guidance material (GM).
Key elements:
🔸 The publication consolidates the latest amendments to CS-23 requirements, offering a single, structured reference that makes it easier to navigate regulations.
🔸 It integrates updated Acceptable Means of Compliance (AMC) and Guidance Material (GM), supporting a more consistent interpretation and application of certification requirements for industry stakeholders.
🔸 The initiative streamlines certification and regulatory compliance by reducing fragmented regulatory references and improving clarity and transparency in how rules are interpreted.
The updated Easy Access Rules are designed to improve regulatory usability and further support harmonised aircraft certification practices across Europe.

The Civil Aviation Safety Authority (CASA) has announced that the Australian Specific Operations Risk Assessment (AusSORA) framework is now in effect for beyond visual line-of-sight (BVLOS) and other complex drone operations in Australia.
Key elements:
🔸AusSORA became applicable from 11 May 2026 for BVLOS, high-altitude and other higher-risk drone operations requiring CASA approval.
🔸The framework adapts the JARUS SORA 2.5 methodology with Australian-specific requirements for ground risk, containment and operational safety objectives.
🔸The assessment process includes Concept of Operations (CONOPS) development, Ground Risk Class (GRC) assessment, Air Risk Class (ARC) assessment, determination of the Specific Assurance and Integrity Level (SAIL), and containment assessment.
🔸AusSORA introduces updated approaches for population density analysis, operational containment, sheltering mitigations and impact-reduction measures.
🔸CASA has published new application forms, checklists, guidance material and Advisory Circular AC 101-06 to support implementation and compliance.
The introduction of AusSORA is intended to create a more structured and consistent framework for assessing complex drone operations in Australia, while supporting the expansion of BVLOS, large-drone and advanced RPAS operations.

The Civil Aviation Safety Authority (CASA) has published the outcomes of consultation DP 2521US, which examined potential reforms to support research and development (R&D) operations involving drones and other uncrewed aircraft systems. The discussion paper considered expanding operational flexibility for certain low-risk drone activities and streamlining approval pathways for testing and innovation.
Key elements:
🔸Industry stakeholders stated that current approval processes and model-specific licensing requirements can be costly, repetitive and restrictive for innovation activities.
🔸Feedback generally supported greater flexibility for drones between 2 kg and 25 kg operating under standard operating conditions, including broader commercial and R&D use without requiring a Remote Operator’s Certificate (ReOC).
🔸Stakeholders also supported the concept of dedicated testing or “sandbox” environments to enable emerging technologies to be trialled under controlled regulatory oversight.
🔸CASA stated the consultation feedback will inform future consideration of possible regulatory and operational framework changes for advanced drone and R&D activities.
The initiative is intended to create a more flexible and innovation-focused framework for advanced drone operations, while maintaining risk-based aviation safety oversight.

The Irish Aviation Authority (IAA) has announced plans to establish a long-term UAS Geographical Zone (UGZ) over Cork City following a public consultation on the integration of drone operations, including beyond visual line-of-sight (BVLOS) drone delivery services. The original consultation examined whether temporary drone coordination measures introduced in Cork should transition into a permanent safety framework.
Key elements:
🔸The consultation received 662 submissions, approximately 95% from the Cork region. Most responses came from members of the public, alongside submissions from registered drone operators and industry stakeholders.
🔸Respondents raised concerns relating to noise, privacy, safety and the impact of drone delivery operations on access to urban airspace.
🔸Industry stakeholders expressed particular concern regarding requirements for visual line-of-sight (VLOS) operators to coordinate flights in advance within the Cork control zone, arguing the measures created operational burden and uncertainty for existing users.
🔸Following review of the consultation feedback and safety assessments, the IAA confirmed that the advance coordination requirement for ordinary VLOS drone flights will be removed, reverting operators to the access arrangements that existed prior to the temporary restrictions.
🔸The IAA nevertheless confirmed it will establish a permanent drone safety zone over Cork City to support the safe integration of BVLOS drone operations, while emphasising that the UGZ is an aviation safety mechanism and does not grant commercial exclusivity or change airspace ownership.
🔸The temporary Cork Beyond Visual Line-of-Sight (BVLOS) UAS Geographical Zone (UGZ T2)1 aligns with Ireland’s National Policy Framework for UAS, launched by the Department of Transport in August 2025, which establishes a broader national approach to drone integration, including issues such as privacy, environmental impacts, and local planning for drones.
The zone is intended to provide a structured framework for integrating advanced drone operations into complex urban airspace while balancing safety, innovation and access for other airspace users.

The Federal Aviation Administration (FAA), alongside the U.S. Department of Transportation, has announced a new proposed rule aimed at strengthening protections for critical infrastructure sites against potential drone-related threats.
Key elements:
🔸The proposed rule would establish a petition-based system for critical infrastructure operators to request drone flight restrictions around their facilities based on safety or security risks.
🔸Sixteen infrastructure sectors would be eligible to apply, including energy production, transportation systems, chemical facilities, water treatment plants, and defence-related industrial sites.
🔸Requests would be submitted through a new FAA online portal and assessed for approval based on defined safety and security criteria, with restrictions applying to designated airspace around approved sites.
🔸The framework is designed to provide a more formal and consistent mechanism for restricting drone activity near sensitive facilities, while still enabling lawful drone operations in the surrounding airspace.
This is part of the broader work on unmanned aircraft system integration and airspace safety management, including the development of clearer procedures for drone operations.

EUROCONTROL and the European Union Aviation Safety Agency (EASA) developed two use cases with other aviation stakeholders for Electronic Conspicuity (EC) to improve traffic awareness for pilots and support integration of drones into shared airspace. The documents are intended to help future assessment and validation activities related to EC implementation.
Key elements:
🔸One of the use cases focuses on direct aircraft-to-aircraft awareness, where EC-equipped aircraft exchange position data in real time to help pilots identify nearby traffic, improve situational awareness during flight and prevent collisions.
🔸The second use case addresses operations in U-space environments without air traffic control services, describing how EC data from manned aircraft could be shared through U-space Service Providers (USSPs) to drone operators.
🔸The initiative supports pilots, drone operators, manufacturers and service providers through the development of common guidance and validation activities for EC implementation in Europe.
Over time, this work is expected to help bring interoperable EC solutions into wider use across Europe and support the safe integration of drones into shared airspace.

The Peruvian Ministry of Transport and Communications published Supreme Decree No.° 012-2026-MTC, approving Regulation of Law No. 30740 governing the use and operation of remotely piloted aircraft systems (RPAS). DGAC is the Civil Aviation General Directorate, which is the entity belonging to the Ministry of Transport and Communication (MTC) that worked on the Supreme Decree more actively.
Key elements:
🔸 The decree introduces a more flexible regulatory framework for RPAS operators.
🔸 It adopts a risk-based approach to drone regulation, classifying operations into Open, Specific and Certified categories according to the level of operational risk.
🔸 The regulation creates licensing requirements for both RPAS operators and remote pilots, with differentiated requirements depending on the operational category.
🔸 It introduces standard scenarios for certain medium-risk operations, allowing operators to obtain authorisations through simplified procedures.
🔸 The regulation establishes operational rules for visual line-of-sight (VLOS) and beyond visual line-of-sight (BVLOS) operations.
🔸 It establishes procedures for risk assessments, operational authorisations, pilot training, and the certification of higher-risk operations.
The objective of the new framework is to facilitate and promote the development of RPAS operations in Peru while ensuring that regulatory oversight remains proportionate to the level of operational risk.

1 UGZ T2 is an Ireland-specific designation used within the Irish Unmanned Aircraft Systems (UAS) regulatory framework to identify a particular type of temporary UAS geographical zone. It is not part of the regulatory classification system in the European Union. Instead, it is a nationally defined term established by the Irish Aviation Authority.
