Murzilli Consulting’s regulatory newsletter for the latest in UAS, eVTOL and AAM/IAM updates.
EASA is ramping up its efforts to prevent mid-air collisions in General Aviation (GA) by promoting Electronic Conspicuity (EC) through the latest Sunny Swift Issue #41 and the newly formed ADS-L Coalition.
Key developments include:
🔸 EC enables aircraft, including drones, gliders, and paragliders, to broadcast their position using ADS-L
🔸 Three types of affordable ADS-L systems are available to boost visibility and interoperability
🔸 EASA and industry partners have launched the ADS-L Coalition to drive adoption and standardisation
🔸 EC is essential for safely sharing airspace with drones, particularly in growing U-space environments
🔸 Modern pilot apps and mobile tools can improve situational awareness but must be balanced with visual scan techniques
EASA urges all pilots to “Be Seen and Be Aware”, combining equipment, awareness tools, and visual discipline to reduce risk and fly another day.

EASA has published the 4th edition of its Drone Economy Dashboard, offering updated data and insights on the growth of the European drone sector. The tool supports policymakers, industry, and investors to track trends, registrations, and opportunities.
This fourth release is part of Phase 2 of the overall programme and contains the following new elements:
🔸 Over 2 million drone operators are now registered across Europe. Country-specific data is available via the IAM Hub Drone Economy Dashboard.
🔸 EASA drone database updated to support eSORA. The tool is being tested to streamline Specific Category approvals across Member States.
🔸 IAM Hub now includes population density and land use data via Copernicus and JRC integration.
🔸 Denmark’s ED-318 geo zone data is now live on the IAM Hub for testing. ED-318 defines standard digital airspace zone formats.
🔸 New “how to fly” content added to EASA’s Drones & Air Mobility page for recreational and professional users.

EUROCAE has announced the availability of the following draft documents prepared by its working group on Unmanned Aircraft Systems (UAS):
🔸 ED-339: NID Data Exchange ICD for indirect exchanges between USSPs and between USSPs and Authorised Users.
🔸 ED-341: Guidelines for compliance with SAIL III and IV non-design related SORA Operational Safety Objectives.
The proposed drafts can be viewed on the EUROCAE Workspace, and replies can be sent via a comment form.
Standards body ASTM International has published a new white paper focused on airworthiness for uncrewed aircraft, offering guidance on applying existing certification frameworks to autonomous systems.
Key takeaways include:
🔸 Focus on intrinsic aircraft design (e.g. tail volume, stability, control authority)
🔸 Airworthiness can be demonstrated regardless of whether functions are human- or system-driven
🔸 Supports alignment with FAA 14 CFR Part 21 and adaptation of Part 23 safety intent
🔸 Highlights the need for tailored interpretations and system-safety analysis as autonomy increases
🔸 Future work is needed to link system functionality with operational rule compliance

The U.S. Federal Aviation Administration (FAA) is making significant strides toward a long-awaited rule for Beyond Visual Line of Sight (BVLOS) drone operations, a critical step for scalable commercial use.
Key highlights include:
🔸 FAA reviewing recommendations from its BVLOS Aviation Rulemaking Committee (ARC)
🔸 Emphasis on detect-and-avoid capabilities, airspace integration, and performance-based regulation
🔸 New rule expected to reduce reliance on waivers and simplify commercial BVLOS approvals
🔸 Developments offer strategic context for EU operators navigating BVLOS under SORA
