Information security risk management requirements introduced by Commission Implementing Regulation (EU) 2023/203 became applicable on 22 February 2026.
Key elements:
🔸 The introduction of mandatory cybersecurity and information security management obligations for organisations involved in U-space services, including the implementation of structured Information Security Management Systems (ISMS).
🔸 The obligation to conduct risk identification, assessment, and mitigation measures specific to U-space operations.
🔸 The introduction of incident detection, reporting, and response requirements, including notification to competent authorities in case of security breaches.
These requirements will transform cybersecurity from a technical consideration to an organisational responsibility for U-space service providers.
The European Union Aviation Safety Agency (EASA) and EUROCONTROL published a joint Action Plan aimed at strengthening the safety and resilience of European aviation operations in response to the increasing challenge of Global Navigation Satellite System (GNSS) interference. This plan sets out short, mid, and longer-term measures to mitigate the impacts of GNSS interference.
Key elements:
🔸 Establish a joint monitoring and data‑sharing framework to create a common operational picture of GNSS interference events, improving detection, reporting and situational awareness across European airspace.
🔸 Develop an updated operational guidance for flight crews and air traffic controllers to maintain safe operations in degraded navigation environments.
🔸 Promote timely and coordinated information exchange among civil and military authorities, and aviation stakeholders to minimise disruption and preserve airspace capacity.
🔸 Plan for long‑term resilience by collaborating with aircraft manufacturers and avionics industry partners to support the development of more robust GNSS‑resilient avionics solutions.
This Action Plan represents a step toward a harmonised European response to GNSS interference, advancing both short‑term operational safety and longer‑term resilience of GNSS‑based systems.
The Draft ED-342 Guidance on Using Simulation in Handling Qualities Certification of VTOL, drafted by Working Group 112 on VTOL, subgroup 4, is now available for review.
Key elements of Draft ED-342:
🔸ED-342 presents a compliance demonstration approach for advanced simulation for handling qualities certification by enabling certain scenarios (outside normal envelopes, atmospheric disturbances, failure conditions) to be demonstrated in the simulator.
🔸The document’s aim is to reduce the risk, plus time and cost burden of flight test activities for VTOL aircraft.
🔸It defines development criteria for the simulators.
🔸The draft is open for review until 10 April 2026.
Once finalised, ED-342 will offer guidance for using simulation to support safe and efficient VTOL handling qualities certification.
As drone operations in the Zurich airspace region have increased significantly, the Federal Office of Civil Aviation (FOCA) is advancing the implementation of Switzerland’s first U-space airspace in the Zurich region, to maintain a high level of safety.
Key elements of the implementation:
🔸The area is in the Zurich controlled airspace, covering approximately 10 km × 17 km.
🔸U-space will be introduced in phases to test the concept, analyse and mitigate potential risks.
🔸The first phase of U-space introduction was conducted in November 2025 to assess the technical and operational maturity and interoperability of U-space services.
🔸FOCA coordinates the necessary work in collaboration with U-space service providers (USSPs), the air navigation service provider Skyguide, and other stakeholders.
🔸U-space services will be required for all drone operations within the designated area.
🔸Registration with a USSP and system integration of drones into U-space will be necessary.
🔸Full implementation is planned by the end of 2026.
The phased implementation of U-space in Zurich will support the safe and efficient integration of drones into controlled airspace, setting a precedent for future urban air mobility operations in Switzerland.
The UK Civil Aviation Authority has published CAP 3217: Consultation Response – Electronic Conspicuity Initial Technical Concept of Operations, presenting the responses to the EC Technical Concept of Operations (CAP 3140) from over 800 stakeholders across the aviation sector. The CAP 3140 presented a series of positions on Electronic Conspicuity in improving situational awareness and safety for both manned and unmanned aircraft.
Key elements:
🔸Strong support for EC as a tool to improve safety and situational awareness, especially in non-segregated airspace.
🔸Respondents supported the safety benefits of EC, including its ability to mitigate mid-air collision risks and aid the integration of BVLOS drone flights with crewed aviation.
🔸Opinions vary on equipment standards, interoperability and financial impact.
🔸CAA to conduct further testing, trials, and research throughout 2026 to validate policy positions.
🔸Updated EC guidance and standards expected in late 2026 or early 2027.
🔸 Outcomes will shape future EC policy, including policy documents related to Detect-and-Avoid (DAA), UTM, and ground infrastructure.
This development is part of the Future Flight Programme under a broader Airspace Modernisation Strategy. Murzilli Consulting is supporting the UK CAA in this programme by contributing to the risk-based framework to enable routine BVLOS operations within solutions such as EC can be assessed and applied.
