EASA have issued the first Design or Production Organisation (DPO) approval of equipment for Air Traffic Management/Air Navigation (ATM/ANS) services.
The DPO approval enables organisations to have specific design or production privileges, including:
🔸 Applying for certification for certain ATM/ANS equipment
🔸 Classify changes as major or minor and make these changes to certain ATM/ANS equipment
🔸Issue declaratations of design compliance
🔸Issue EASA release forms to allow equipment designed and produced by the DPO to be delivered to an Air Navigation Service Provider (ANSP) for installation
The DPO approval is a result of the new regulatory framework on the conformity assessment of ATM/ANS equipment found in Regulation (EU) 2023/1768 which introduced new concepts such as:
🔸 EASA as a common source of technical specifications for the certification or declaration of ATM/ANS equipment
🔸A single source of equipment attestations that are valid for the entire EU market
🔸A single compliance demonstration for manufacturers (DPO approval)

EHang (Nasdaq: EH) have been granted the first batch of Air Operator Certificates (OC) for human-carrying pilotless aerial vehicles by the Civil Aviation Administration of China (CAAC).
The certificate allows operations for carrying passengers in low-altitude economy and enables members of the public to purchase flight tickets for low-altitude tourism, urban sightseeing and diverse commercial eVTOL operations in Guangzhou and Hefei.

The plan entails leading international civil aviation as a significant driver in improving safety, security, social and economic development and environmental sustainability within aviation.
The strategy highlights 3 significant aspirations:

🔸Serve as a connected, accessible and affordable transport system
🔸Achieve zero fatalities from accidents and unlawful interference in international aviation
The aspirations have the following strategic goals in place:

EASA’s latest revision of Easy Access Rules for Air Traffic Management/Air Navigation Services (EAR for ATM/ANS) – Provision of Services includes regulatory material on:
🔸Information Security
🔸ATM/ANS Systems and Constituents
🔸Definition of SIGMET(Significant Meteorological Information)
🔸Certain Requirments for Special Visual Flight Rules and Traffic Control Clearances
🔸Expanded Scope of Flight Information Service with Information on Unmanned Aircraft

The 61st edition of the safety report provided information based on the following key areas:
🔸Fatal Accidents
-Increase in fatal accidents rising from 2023 from 0.03 to 0.06 in 2024
🔸10 Year Accident Data
-Improved 5-year rolling average accident rate from 2.20 (2011-2015) to 1.25 (2020-2024)
-Improved 5-year average fatality rate from 0.28 (2011-2015) to 0.10 (2020-2024)
🔸Investigation Reports
-Based on the IATA analysis of accident investigations only 57% of accidents from 2018-2023 were reported
The report used the above data to highlight the critical importance of maintaining a proactive approach to safety through identifying and addressing issues and emerging trends while implementing measures to reduce the likelihood of an accident.

The UK CAA has been appointed by the Department for Transport (DfT) as the Market Surveillance Authority (MSA) and will be responsible for ensuring the standards for UK drones.
The CAA will be responsible for:
🔸Ensuring standards for Remotely Piloted Aircraft Systems (RPAs) are met from manufacturers, importers and distributors and intervening when there is non-compliance under UK Regulation (EU) 2019/945
🔸Implementing and overseeing the conformity assessment framework in the UK including Class Marking framework for Open Category which will be mandatory from January 1, 2026
🔸Mature functioning of the MSA as the regulatory environment develops

This policy in collaboration with the CAP 722K outlines the technical assessments conducted by an RAE(F). It’s main objective is to clarify what an entity is required to do to obtain and maintain approval as an RAE(F) for a Specific Category operation.
The document should be used with the UK Specific Operations Risk Assessment (SORA) within the Acceptable Means of Compliance (AMC) and Guidance Material (GM) to Article 11 of Assimilated Regulation (EU) 2019/947.

This policy is intended to be used by designers of Umanned Aircraft System (UAS) and a Recognised Assessment Entity for Flightworthiness (RAE)(F).
The document is an acceptable Means of Compliance (MoC) with Article 11(2)(d) of Assimilated Regulation (EU) 2019/947 and identifies the requirements and provides guidance for Specific Assurance and Integrity Level (SAIL) mark certificate for a UAS to operate within the Specific Category in the UK.

The document is intended to provide guidelines for all Operational Safety Objectives (OSOs) in SAIL II operations in order to enhance the overall quality of submissions to National Aviation Authorities (NAA).

The report higlighted the continued prioritisation of public safety, emergency response and air medical transport and recognised AAM’s growth of agricultural and cargo delivery use cases. It also noted the regulatory hurdles and public perception as primary challenges in the sectors scalability, and the necessity for harmonised policies, streamlined certification processes and public awareness initiatives.

The document provides recommendations for using automated Ground Movement Equipment (GME) to move aircraft carrying passengers and certified in the EASA Special Condition (SC) vertical take-off and landing (VTOL) at vertiports and aerodromes. This includes guidance on safe operations of automated GME. It can also be used for GME operations without passengers due to it’s high operational safety levels.

The document contains the results of the discussions and considerations regarding Common Mode Analysis (CMA) application for Lift Thrust System for electric vertical take-off landing aircraft (eVTOL). The intention is to provide guidance for Special Condition (SC) for VTOL and proposed Means of Compliance (MoC) Special Condition for VTOL considering the enhanced category.
