The European Union Aviation Safety Agency (EASA) published Proposed Issue 03 of its Concept Paper on Artificial Intelligence (AI), which is open for consultation until 12 August 2026.
Key elements:
🔸It follows Issue 02, which focused on human augmentation/assistance (Level 1 AI) and human-AI cooperation and collaboration (Level 2 AI).
🔸Issue 03 explores additional AI techniques such as reinforcement learning and symbolic AI, as well as Level 3 AI applications, related to advanced automation.
🔸These applications would enable operations where the human end user is remotely present or entirely absent during the operation.
🔸The issue contributes to the development of a human-centric AI trustworthiness framework.
🔸It reflects EASA’s commitment to promoting innovation while maintaining a high level of safety and environmental protection.
After the consolidation phase, EASA will continue to work with stakeholders to create an AI strategy for aviation.

The guidelines, produced by EUROCAE WG105 SG-6, focus on medium-risk operations (SAIL III and IV) within the Specific category, defined in (EU) 2019/947.

This publication is significant because it addresses a gap in practical guidance. By providing a structured approach to demonstrating compliance with Operational Safety Objectives, ED-341 supports UAS operators seeking to obtain operational authorisations for medium-risk operations and contributes to a more consistent application of the SORA framework in Europe.

The UK Civil Aviation Authority (CAA) has launched a three-part consultation covering the future regulation, operation and certification of Unmanned Aircraft Systems Traffic Management (UTM). Together, the proposals set out how drones could be integrated safely and at scale into UK airspace, while maintaining safety and interoperability with existing aviation systems. The consultation is open until 28 August 2026.

🔸The consultation includes three documents:
🔸CAP3272 proposes a high-level regulatory framework for UTM, treating it as part of the broader air traffic management and air navigation services (ATM/ANS) ecosystem.
🔸CAP3273 sets out a Concept of Operations (ConOps), explaining how UTM services would work in practice, using a phased, risk-based approach aligned with the UK's BVLOS (Beyond Visual Line of Sight) Roadmap.
🔸The proposed UTM framework would provide key digital services such as flight authorisation, geo-awareness, traffic information, and conflict management to help coordinate large numbers of drone operations safely.
🔸The ConOps is designed to support the implementation of strategic and tactical safety mitigations under the UK Specific Operations Risk Assessment (UK SORA) methodology by identifying required safeguards and UTM services for different drone operations.
🔸CAP3271 proposes a formal certification process for UTM Service Providers (UTMSPs) and UAS Data Service Providers (UDSPs), with safety-critical services like flight authorisation, conflict management, and airspace awareness regulated in a similar way to traditional air navigation service providers.
🔸The goal is to create the regulatory and operational foundations needed to enable routine BVLOS drone operations by 2028, supporting use cases such as logistics, infrastructure inspections, and emergency services.
The proposals represent a comprehensive attempt to establish a national UTM framework, providing the operational, regulatory and technical requirements for the long-term integration of advanced drone operations into UK airspace.

The UK Civil Aviation Authority (CAA), sponsored by the Department for Transport, launched a consultation on legislative proposals for the safe introduction of new types of Vertical Take-Off and Landing (VTOL) aircraft in the UK airspace. The proposals build on an earlier policy consultation and set out the regulatory changes needed in aircraft certification, airworthiness, licensing and operations. The consultation is open until 31 July 2026.

🔸The consultation package consists of five documents:
🔸The CAA proposes classifying new types of VTOL aircraft as either Powered-Lift aircraft or Non-Conventional Helicopters, creating a regulatory basis for certifying and operating these new aircraft types in the UK.
🔸CAP3267B introduces a framework for determining whether certain new types of VTOL aircraft can be treated as non-complex aircraft for private and recreational use, subject to eligibility criteria and risk assessments.
🔸CAP3267C proposes updates to continuing airworthiness rules, including amendments to existing maintenance and oversight requirements to accommodate new VTOL aircraft designs.
🔸CAP3267D sets out proposals for pilot licensing requirements, ensuring that flight crew qualifications reflect the unique characteristics of new types of VTOL aircraft.
🔸CAP3267E proposes changes to flight operations regulations, covering how new types of VTOL aircraft would be operated safely within the UK's existing aviation framework.
🔸The proposals follow a previous consultation that received strong support, with around 85% positive responses, although respondents requested more details on implementation and international alignment.
🔸The changes are intended to create the regulatory framework needed for future VTOL operations, including passenger transport, cargo delivery, emergency medical services, and other commercial applications.
The consultation is an important step in preparing UK aviation regulations for new types of VTOL aircraft, creating a framework for their certification, operation and long-term integration into airspace.

Brazil's National Civil Aviation Agency (ANAC) has issued RBAC 100, a comprehensive new framework for unmanned aircraft systems (UAS) for civilian use in Brazil.
The regulation establishes a risk-based approach to drone operations and sets up requirements for operators, remote pilots, and manufacturers, covering certification, airworthiness, and organisational oversight.
Key elements:
🔸UAS operations are classified into three categories: Open, Specific and Certified, according to the operational risk level.
🔸Operators and remote pilots have new responsibilities such as competency, operational control and safety requirements.
🔸All remote pilots must pass an ANAC theoretical knowledge examination, with further licensing requirements for higher-risk operations.
🔸ANAC may publish standard operational scenarios to support the approval process for some operations in the Specific category.
🔸The regulation introduces requirements concerning the registration of aircraft, airworthiness, maintenance and continuing airworthiness.
🔸Most operations will require third-party insurance, with some exceptions.
🔸Operators undertaking operations in the Specific category must have a COE (Operator Certificate/registration issued by ANAC), that establishes organisational and operational requirements.
RBAC 100 expands Brazil's regulatory framework for unmanned aircraft systems with a lifecycle approach that covers the design, operation and ongoing oversight of UAS activities.

The Federal Aviation Administration (FAA) and the European Union Aviation Safety Agency (EASA) have reaffirmed their commitment to closer cooperation on aviation safety, certification, and emerging technologies during the 2026 International Aviation Safety Conference in the United States.
Aviation is moving into a period of rapid technological change, with greater emphasis on coordination between regulators to ensure that the evolution of aviation systems is safe and efficient, the agencies said.
Key elements:
🔸 Both agencies committed to increase cooperation at all levels, including further joint work on safety oversight and regulatory harmonisation.
🔸 They also pledged to facilitate the assessment and approval of new aviation technologies in order to reduce duplication and improve consistency in approvals.
🔸 The agreement provides for greater information sharing on operational risks such as cyber threats, GNSS interference and the effects of extreme weather.
🔸 Cooperation on areas such as automation, modern flight deck technologies and wider digital transformation of aviation operations.
🔸 Both will continue developing the Safety Management Systems (SMS) for more evidence-based decision-making.
The pledge is another step towards closer transatlantic alignment as both regulators prepare for a more automated and technology-driven aviation sector.

The European Union Aviation Safety Agency (EASA) has published its second Article 89 report, examining how socio-economic factors affecting safety-critical aviation personnel may influence aviation safety across Europe.
The report analysed data from surveys, operational datasets, occurrence reports and existing research covering flight crew, cabin crew and operational control centre staff in scheduled commercial air transport operations. The Agency found no evidence of a direct or systemic link between socio-economic conditions and adverse aviation safety outcomes, but they identified areas that require continued monitoring.
Key elements:
🔸 The report found no direct or systemic relationship between socio-economic factors, such as working conditions, and the safety performance of the aviation system in Europe.
🔸 Fatigue and organisational communication issues were consistently identified as factors requiring further attention, with fatigue reporting rising in recent years.
🔸 EASA has identified gaps in available socio-economic and operational data and called for improved monitoring capabilities to better understand potential links between working conditions and safety outcomes.
🔸 Future actions will focus on strengthening reporting culture, safety oversight, targeted safety promotion activities and the continued integration of socio-economic factors into aviation safety analysis.
The report shows the strength of Europe's aviation safety system but also points to opportunities to improve data collection and proactively address human factors that could impact safety over time.

The Part-IS Workshop 2026 will be held on 7-8 October 2026 at the EASA Headquarters in Cologne and will also be available online via Webex.
The workshop will convene aviation stakeholders to share their experiences of implementing Part-IS, to discuss key challenges and identified solutions, and to review lessons learned from both complex and non-complex organisations. The workshop will cover the available guidelines and the next steps for implementation. Registration is now open. Participants will need to select either in-person or online attendance and follow the appropriate registration process.

As part of the EASA AI Days conference, the European Union Aviation Safety Agency (EASA) has opened submissions for its new “AI Olympics” initiative. The initiative is calling for industry and research teams to submit AI-based aviation systems for consideration, with chosen entries showcased at the event in Cologne in September 2026. All submissions must be received by July 9 and be among the first 50 submissions received.
The initiative is part of EASA’s broader AI roadmap activities, which focus on the safe integration of AI-based systems and human-AI collaboration concepts in aviation.

The European Union Aviation Safety Agency (EASA) launched a more streamlined digital system for Maintenance Organisation Approval (MOA) and Maintenance Training Organisation Approval (MTOA) holders to enable a more user-friendly and transparent day-to-day interaction with the Agency.
Key elements:
🔸 The Organisation Approvals Tool now provides MOA and MTOA organisations with a single platform to monitor oversight activities, track findings, submit evidence and manage corrective actions in coordination with EASA.
🔸 The EASA Service Portal offers a more transparent way to submit approval changes, applications and supporting documents and allows organisations to track progress in real time.
🔸 Both tools are designed to give organisations better visibility of ongoing approvals and oversight actions to reduce uncertainty during regulatory processes.
🔸The system is designed to reduce manual handling and duplicate submissions by bringing requests, documentation and communication into a single digital workflow.
The update is about bringing together EASA interactions in a single connected digital system, making them easier to manage and less fragmented for MOA and MTOA organisations.

The European Aviation Safety Agency (EASA) has issued Opinion No. 04/2026, which includes proposed changes to the rules governing the EU Civil Aviation Information Repository, established under Regulation (EU) 2023/2117.
Key elements:
🔸Clarifies requirements for access, exchange and analysis of information within the EU Civil Aviation Information Repository.
🔸Reorganises Annex I to streamline the categories of information to be stored and align them more closely with the Basic Regulation.
🔸Extends implementation deadlines, including postponing the migration of legacy data until 31 May 2029 and non-digital records until 31 May 2031.
🔸Removes or revises certain information requirements that were found as unnecessary or impractical during the initial implementation phase.
🔸Ensures a more efficient and harmonised exchange of regulatory and oversight information between EASA, Member States and the European Commission.
The proposed amendments are intended to simplify the implementation of the Civil Aviation Information Repository. They do not introduce new operational or technical requirements for operators, maintenance organisations or other aviation certificate holders.

Canada’s primary digital drone planning tools, the interactive drone map of the National Research Council of Canada (NRC) and NAV CANADA’s Nav Drone app, have been updated with the latest rules for medium-sized drones and Level 1 Complex Operations.
The latest updates focus on improving how airspace information is presented and helping pilots identify operational constraints relevant to their intended flight paths.

🔸 Both the NRC interactive map and Nav Drone application are now updated with the new rules for medium-sized drones operating under VLOS, helping pilots identify where these operations are permitted and what airspace constraints apply.
🔸Nav Drone incorporates authorisation requirements for controlled airspace operations, coordinating in-app permission requests with the latest operational categories introduced in the 2025 regulatory update.
🔸 The tools have been updated to reflect that certain lower-risk BVLOS drone operations may be conducted without a Special Flight Operations Certificate (SFOC-RPAS), aligning planning and authorisation features with the new regulatory structure.
🔸Updated system logic incorporates privileges for advanced pilots, including sheltered operations and extended visual line-of-sight (EVLOS), ensuring these capabilities are visible within planning and airspace context layers.
Together, these updates make sure that Canada’s primary drone planning tools are lined up with the latest regulatory structure for medium drones and Level 1 Complex Operations, providing operators with clearer pre-flight guidance.

Luftfahrt-Bundesamt (LBA), Germany's Federal Aviation Office, has released a new guidance document to assist operators applying for a UAS operational authorisation under the FastFlight simplified process for low-risk operations in the Specific category.
The guidance accompanies application form FV.GO-UASOPA-0111 and contains detailed instructions for completing applications based on the SORA 2.5 methodology. The LBA recommends that applicants review the guidance before submission to prevent delays caused by incomplete or incorrect documentation.
Key elements:
🔸 The guidance includes information on how to complete applications for operational authorisations under the FastFlight process, which is intended for UAS operations with lower operational risk (SAIL II or lower), conducted under visual line of sight (VLOS) and using mitigation measures with “low” robustness. Operations using mitigation measures with “medium” robustness may also fall under this process, provided the corresponding EASA Means of Compliance (MoC) declaration is submitted.
🔸 Applications submitted under the simplified procedure must be based on SORA 2.5, and the guide provides information for documenting ground risk, air risk, mitigation measures, containment requirements, and SAIL determinations.
🔸 Operators are encouraged to use the dipul-Map Tool for defining operational volumes and flight areas, while future risk assessments are expected to move to EASA's eSORA platform (IAM Hub) once available.
🔸 The applicants will need to provide supporting declarations and ensure consistency between application forms, risk assessments, and compliance documentation, as individual assessments of mitigation measures are not carried out under the simplified procedure.
The LBA introduced the simplified application process under FastFlight that enables certain VLOS operations up to SAIL II to obtain an operational authorisation more quickly by removing the requirement for the authority to review the operator's operations manual. It was introduced to reduce the LBA'S application backlog and processing times and is based on AMC 1 to Article 12 of Commission Implementing Regulation (EU) 2019/947, published alongside the SORA 2.5 update.
