Murzilli Consulting’s regulatory newsletter for the latest in UAS, eVTOL and AAM/IAM updates.
EASA and IATA have released a coordinated action plan to mitigate the rising threat of GNSS interference, following a joint workshop in Cologne. With jamming and spoofing events growing in frequency, particularly across Eastern Europe and the Middle East, the plan identifies four key focus areas:
🔸 Enhanced reporting & monitoring: Standardise interference reporting, implement real-time monitoring, and improve information sharing protocols.
🔸 Prevention & mitigation: Drive the adoption of robust technical countermeasures to reduce the risk of spoofing and signal loss. The plan specifically promotes innovations that reduce false terrain warnings, a critical factor in avoiding unnecessary terrain avoidance manoeuvres, and improve situational interference detection, equipping flight crews with clearer awareness through portable spoofing detectors and more responsive alerting systems.
🔸 Infrastructure & airspace management: Maintain backup navigation systems and enhance airspace contingency procedures.
🔸 Coordination & preparedness: Boost civil-military collaboration and prepare for future threats, including those posed by drones.
IATA data shows a 220% increase in GPS signal loss incidents between 2021 and 2024, highlighting the urgency. The agencies call for ICAO to prioritise global alignment at its upcoming Assembly to ensure aviation resilience.

On 6 June 2025, President Donald J. Trump signed an Executive Order to reinforce American leadership in drone innovation, commercialisation, and global competitiveness. The order mandates several strategic initiatives to drive domestic UAS development, scale advanced air mobility, and bolster national security.
Key focus areas include:
🔸 BVLOS enablement & FAA roadmap update: Directs the FAA to enable routine Beyond Visual Line of Sight (BVLOS) operations and publish an updated roadmap for civil UAS integration into U.S. airspace.
🔸 eVTOL integration pilot programme: Establishes a pilot programme selecting at least five projects to accelerate vertical operations, including cargo and emergency response use cases.
🔸 AI & regulatory streamlining: Deploys artificial intelligence to fast-track FAA waiver reviews and remove regulatory bottlenecks to innovation and market access.
🔸 Domestic industrial base & export growth: Strengthens U.S. drone manufacturing, prioritises American-made systems, and secures the supply chain from foreign interference.
🔸 Support for defence & national security: Improves drone access for military use and expands airspace and spectrum access for high-performing domestic systems.
The Order builds upon Trump-era initiatives, including the original UAS Integration Pilot Programme, and reflects a renewed push to modernise U.S. drone policy for economic growth, innovation, and security.

The National Aviation Authorities of Australia, Canada, New Zealand, the UK, and the US have released a unified roadmap to streamline and harmonise type certification for Advanced Air Mobility (AAM) aircraft.
The roadmap sets out six key principles:
🔸 Balance safety with innovation through a proportionate, risk-based approach.
🔸 Harmonise certification via performance-based standards and shared Means of Compliance.
🔸 Promote alignment and reduce validation burden by recognising each other's findings where possible.
🔸 Enable collaborative multi-authority validation to simplify processes across jurisdictions.
🔸 Take an incremental path from piloted to autonomous AAM systems.
🔸 Update bilateral agreements to reflect AAM-specific needs.
The plan signals strong international alignment on certifying eVTOL and emerging technologies, with future updates to reflect evolving industry and regulatory priorities.

Brazil’s National Civil Aviation Agency (ANAC) has opened a public consultation on draft Supplementary Instruction IS nº 100-001 Rev A, outlining a structured approach to specific operational risk assessments (SORA) for UAS operations under RBAC nº 100.
The proposal adopts the internationally recognised JARUS SORA framework and includes:
🔸 A 10-step methodology for assessing and mitigating ground and air risks
🔸 Application of SAIL and OSOs based on operation complexity
🔸 Requirements for ConOps and a safety justification portfolio
🔸 Flexibility for alternative compliance, subject to ANAC approval
The draft guidance is aimed at enabling safe, scalable drone operations in Brazil through performance- and risk-based oversight. ANAC is currently inviting feedback from industry stakeholders.
