The European Union Aviation Safety Agency (EASA) has published the June 2026 Revision of the Easy Access Rules for Unmanned Aircraft Systems (EAR for UAS), a consolidated and updated document detailing the regulatory framework applicable to unmanned aircraft operations.
Key elements:
🔸It contains Commission Implementing Regulation (EU) 2019/947 on the rules and procedures for the operation of unmanned aircraft and related Acceptable Means of Compliance (AMC) and Guidance Material (GM).
🔸 It also covers Commission Delegated Regulation (EU) 2019/945 on unmanned aircraft systems and UAS operators from third countries.
🔸The June 2026 revision includes the most recent AMC and GM updates introduced by ED Decision 2025/018/R, including the updated Specific Operations Risk Assessment (SORA) 2.5 package from the Joint Authorities for Rulemaking on Unmanned Systems (JARUS).
🔸New online and XML versions of the updated EAR for UAS are now available free in PDF format, offering easier access, search and integration into digital applications.
🔸The publication will be kept up-to-date regularly on the eRules platform to include future regulatory changes and developments.
The revision is in line with EASA’s objective to improve the accessibility to UAS regulation, whilst maintaining a harmonised and up-to-date regulatory framework to enable safe drone operations.

Spain’s Ministry of Transport and Sustainable Mobility has published the National Action Plan for U-space Deployment and Zoning (PANDU+) 2026-2030, a roadmap for the safe and efficient integration of unmanned aerial systems (UAS) into national airspace.
The plan builds on the previous PANDU 2022–2025 roadmap. While the earlier roadmap focused on introducing U-space, this plan broadens the scope to include airspace structures and the gradual expansion of more advanced drone operations.
Key elements:
🔸 The action plan is built around three main areas:
🔸Airspace structures: Establishes a framework for managing UAS Geographical Zones (UAS GZs). It identifies where drone operations can take place and sets out the local safety, security, and operational requirements that apply in each area.
🔸The U-space development: Focuses on completing the initial operational deployment of designated U-space airspaces. It supports the introduction of advanced capabilities, including electronic conspicuity, Detect and Avoid (DAA) systems, and higher levels of automation for more complex drone operations.
🔸Cross-cutting activities: It promotes innovation and the expansion of advanced drone operations, particularly Beyond Visual Line of Sight (BVLOS) drone flights, while supporting safe coordination between manned and unmanned aviation.
PANDU+ 2026–2030 represents an important step in Spain’s approach to drone integration. It provides a structured and scalable framework to support the growth of UAS operations while maintaining high standards of safety, security, and efficient airspace management.

The UK Civil Aviation Authority (UK CAA) has published Decision No. 60, updating the Acceptable Means of Compliance (AMC) and Guidance Material (GM) for UK Regulation (EU) 2019/947. The document updates the UK Specific Operation Risk Assessment (UK SORA) framework. It was published on 3 July 2026 and takes effect on 1 October 2026.
The update revises the UK Specific Operations Risk Assessment (UK SORA) framework, with the aim of making risk assessments more consistent, clarifying regulatory expectations, and simplifying the operational authorisation process for drones operating in the Specific category.
Key Elements:
🔸The decision was adopted under Article 76(3) of UK Regulation (EU) 2018/1139. It updates AMC1 Article 11, including amendments and clarifications to Annexes A, B, and E of Article 11.
🔸AMC1 Article 11 (Risk Assessment): The decision updates the risk assessment framework and associated guidance to support the application process for operational authorisations. It also revises the acceptable means of compliance for the UK Specific Operations Risk Assessment (UK SORA).
🔸Annex A (Compliance Evidence): Updates guidance on demonstrating compliance, covering declarative approaches, agreed compliance bases, compliance evidence, and operations conducted at reduced maximum speeds.
🔸Annex B (Ground Risk Mitigations): Clarifies acceptable methods for reducing ground risk and demonstrating compliance.
🔸Annex E (Containment): Revises guidance on untethered containment, including technical containment measures, adjacent area considerations, compliance demonstration methods, and practical examples.
🔸VLOS Calculations: Introduces new formulae and criteria for calculating Visual Line of Sight (VLOS) distances.
CAA Decision No. 60 is an important update to the UK SORA framework. By providing clearer guidance and more consistent compliance pathways, it should reduce unnecessary administrative burden and help operators prepare stronger safety assessments and maintain high standards of operational safety.

The European Union Aviation Safety Agency (EASA) has published Revision 4 of its Safety Information Bulletin (SIB) on Global Navigation Satellite System (GNSS) Outage and Alterations Leading to Navigation / Surveillance Degradation.
Key elements:
🔸The update is based on recent analysis of GNSS jamming and spoofing events, and on the first outcomes of the joint EASA-EUROCONTROL task force on GNSS interference.
🔸It introduces new pilot-ATC phraseology to improve communication and coordination during GNSS interference events.
🔸The revised bulletin includes updated operational and crew training recommendations and guidance on the integration of Electronic Flight Bag (EFB) technology.
🔸 It stresses the role of Air Traffic Control in ensuring sufficient operational capacity in the event of GNSS disruptions.
EASA encourages competent authorities, air navigation service providers, operators, and manufacturers to implement the recommended measures as soon as possible to increase resilience against GNSS interference and maintain safe flight operations.

The European Union Aviation Safety Agency (EASA) has published ED Decision 2026/005/R with new Acceptable Means of Compliance (AMC) and Guidance Material (GM) for continuing airworthiness and airworthiness review process. The amendments will support the implementation of the latest EU regulations and improve consistency in the aviation sector.
Key elements:
🔸The decision updates the guidance for Part-M, Part-ML, Part-CAMO, Part-CAO, Part-145 and Part 21, helping organisations to consistently implement the latest regulatory requirements.
🔸It provides a clearer guidance for the airworthiness review process, making it easier for organisations to demonstrate compliance with continuing airworthiness.
🔸The update defines the regulatory framework for the import of aircraft from non-EU regulatory systems, providing more clarity to operators and continuing airworthiness organisations.
🔸It helps to support a more harmonised industry approach by aligning guidance with the latest EU regulations and occurrence reporting requirements.
The new guidance is designed to improve aviation safety, regulatory harmonisation and promote better continuing airworthiness management across Europe.

The UK Civil Aviation Authority (UK CAA) has launched a public consultation on its proposed approach to an Electronic Conspicuity (EC) Mandate for certain aircraft operating below 10,000 feet in UK airspace. The consultation seeks industry feedback on the design, implementation and regulation of the requirement to support safer and more integrated use of lower airspace.
Key elements:
🔸Electronic Conspicuity technology allows aircraft to transmit their position, improving situational awareness for pilots and other airspace users.
🔸The proposed approach, carried out in collaboration with the Department for Transport, is based on commissioned research, technical work, and stakeholder engagement.
🔸The consultation covers key implementation topics, including which aircraft should be required to carry EC equipment, possible exemptions, costs, and implementation timelines.
🔸The consultation addresses key implementation issues such as which aircraft should be required to carry EC equipment, possible exemptions, costs and implementation timelines.
🔸The proposal aims to improve visibility and coordination between aircraft, drones and new aviation technologies to increase safety in the lower airspace.
🔸The UK CAA is asking for feedback from aviation stakeholders including UAS operators and pilots, eVTOL developers and operators, manufacturers, aerodromes, air navigation service providers and other airspace users, to help shape the final approach.
🔸The survey can be completed via the UK CAA website. Consultation closes on 22 September 2026.
The proposed EC Mandate is consistent with the UK’s Airspace Modernisation Strategy to create a safer, more efficient and integrated airspace.

EUROCAE has published ED-348 Guidelines for the use of Multi-GNSS Solutions for UAS Specific Category – Medium Risk Operations SAIL III. The document, developed by WG-105, supports organisations applying the Specific Operations Risk Assessment (SORA) methodology when using GNSS-based navigation.
Key elements:
🔸ED-348 builds on ED-301, which provides guidance for SAIL I and II operations, by extending the guidance to SAIL III operations.
🔸The document explains how multi-GNSS solutions can be used to meet several GNSS-related Operational Safety Objectives (OSOs) defined in the SORA methodology.
🔸It is intended to support UAS operators, manufacturers and applicants to demonstrate compliance during the operational authorisation process.
🔸The guidance contributes to a more consistent approach to the use of multi-GNSS technologies in Specific category UAS operations.
🔸ED-348 is available to organisations involved in the planning, development and authorisation of SAIL III drone operations.
This publication complements the guidance of EUROCAE on the use of GNSS in UAS operations and supports the safe deployment of medium risk drone operations in the European regulatory framework.

EUROCAE has launched an open consultation on the draft ED-329 – Minimum Operational Performance Specification (MOPS) for Detect & Avoid (Traffic) under IFR. . The draft, prepared by WG-105 SG-1, establishes minimum performance requirements for Detect and Avoid equipment used by remotely piloted aircraft systems (RPAS) operating under Instrument Flight Rules (IFR).
Key elements:
🔸The draft standard supports the development of performance-based regulations for non-segregated RPAS operations, using a proportionate risk-based approach to Detect and Avoid.
🔸It lays down the minimum operational performance requirements for the EUDAAS Detect & Avoid (Traffic) equipment and functions for certified category RPAS operating in Class A to G airspace under IFR.
🔸The document covers the Detect and Avoid equipment and functions, while DAA sensors are addressed in separate MOPS documents.
🔸 The standard is intended to provide a process for demonstrating that the equipment performs its intended functions under normal operating conditions and supports regulatory approval.
🔸Both EUROCAE members and non-members can review the draft on the EUROCAE Workspace and send comments using the consultation form.
🔸The consultation closes on 25 August 2026.
The consultation gives industry stakeholders an opportunity to influence the performance standard for Detect and Avoid systems, supporting the safe integration of IFR RPAS operations.

EUROCAE has launched an open consultation on the draft ED-356 Software Development Assurance for Lower-risk Aviation Applications. Developed by EUROCAE WG-127, the document establishes a framework for software development assurance activities for systems used in areas such as UAS, Urban Traffic Management (UTM), general aviation and emerging VTOL applications.
Key elements:
🔸ED-356 defines the minimum required software development processes and verification boundaries for systems intended for use in the Specific Category.
🔸The guidance is intended to support a consistent approach to software development assurance while allowing flexibility for different operational contexts.
🔸The document does not prescribe specific development methods but establishes baseline assurance expectations to help organisations apply appropriate processes for their systems.
🔸It also considers cybersecurity aspects as part of the software development assurance process.
🔸The guidance will be helpful for a range of aviation stakeholders, including UAS developers, UTM service providers, general aviation and small rotorcraft equipment manufacturers, software developers, certification authorities and other organisations involved in system development, verification and approval.
🔸Both members and non-members can review the draft document through the EUROCAE Workspace and submit comments using the consultation form.
🔸The consultation is open until 24 August 2026.
ED-356 is intended to establish a common framework for software development assurance for lower-risk aviation applications, to support safe innovation, and more consistent methods of system development across aviation sectors.

The UK Civil Aviation Authority (CAA) has published its Hydrogen Aviation Regulatory Roadmap to 2050. The roadmap was developed as part of the CAA’s Hydrogen Challenge, and it details the safe and scalable introduction of hydrogen-powered aviation.
Key elements:
🔸The roadmap sets out a structured pathway from early hydrogen aviation trials to routine operations, identifying the regulatory, operational and infrastructure enablers at each stage as technology and evidence mature.
🔸It is structured in three maturity-based periods:
🔸The roadmap identifies five areas that must advance together, including aircraft and propulsion systems, hydrogen fuel production and supply, aerodromes, operations and safety management, as well as airspace and flight procedures.
🔸 The document highlights the need for aviation-grade hydrogen supply chains, safe storage and refuelling capabilities, emergency response arrangements, maintenance and training frameworks, and procedures to facilitate the use of hydrogen aircraft in UK airspace.
🔸The roadmap calls for a coordinated approach between multiple areas, including regulatory readiness, aircraft development, infrastructure investment, fuel assurance and operational capability.
🔸 The roadmap also identifies external factors that could affect progress, including policies, economic, social, technological, legal and environmental factors.
The CAA will continue to review and adapt the roadmap as evidence develops to support the safe progression of hydrogen aviation and the UK’s goal to reach net zero aviation by 2050.

The European Commission has launched two consultations to gather views from citizens and stakeholders as part of the progress review of the Drone Strategy 2.0. The review will evaluate the implementation and ongoing relevance of the Strategy since its adoption in November 2022.. The consultations are aimed at gathering feedback on the future of Europe’s drone ecosystem.
Key elements:
🔸The public is invited to share their views on the use of drones, including the perceived benefits, concerns and expectations regarding the role of drones in society.
🔸 The Commission invites manufacturers, operators, service providers, financing institutions and public authorities to share their technical and market perspectives to support the assessment.
🔸The review will assess progress since 2022, when the Strategy set out a vision for a user-centred, innovative and competitive European drone ecosystem delivering economic, societal and security benefits.
🔸The consultations are open until 6 September 2026.
The feedback received from both consultations will contribute to the progress review and future policy development for the European drone sector.

The UK Civil Aviation Authority (CAA) has published CAP3269 – Concept of Operations (ConOps) for Future Air Traffic Management (ATM) and Air Navigation Services (ANS). This document explains how the UK’s airspace will develop to incorporate drones and other new aviation technologies safely into shared airspace.
Key elements:
🔸The ConOps supports the UK Airspace Modernisation Strategy and provides the operational context for the integration of Beyond Visual Line of Sight (BVLOS) drone operations and future advanced air mobility services.
🔸It outlines a path to transition from today’s segregated airspace model to a risk-based and digitally enabled airspace where manned and unmanned aircraft can safely operate together.
🔸The framework brings together key enabling technologies, including Unmanned Aircraft System Traffic Management (UTM), Detect and Avoid (DAA), Electronic Conspicuity (EC), Command and Control (C2), Ground Infrastructure (GI), and System Wide Information Management (SWIM).
🔸It introduces phased operational scenarios covering atypical air environments, urban drone operations, and fully integrated airspace, supporting progressively higher levels of automation and scalability.
🔸The ConOps is based on the UK Specific Operations Risk Assessment (SORA) methodology for risk-based integration, while allowing for future regulatory development.
The CAA will continue refining the ConOps through iterative testing, policy development, and stakeholder engagement to facilitate routine integrated BVLOS drone operations by 2027.
