The European Union Aviation Safety Agency (EASA) has issued ED Decision 2026/001/R, introducing CS-MCSD Issue 2 to support continuing airworthiness requirements for electric- and hybrid-propulsion aircraft and other non-conventional aircraft, in line with Commission Implementing Regulation (EU) 2025/111.
The update amends the Certification Specifications and Guidance Material for Maintenance Certifying Staff Data (CS-MCSD) to address training requirements for maintenance certifying staff working on new air mobility aircraft, where such training is not yet defined under Part-66.
Key elements of the Decision include:
🔸 Expanded Scope: CS-MCSD now supports licence (sub)category determination for new air mobility aircraft under Part-66.
🔸 Operational Suitability Data (OSD): Establishes requirements for identifying licence categories, knowledge gaps and minimum theoretical training hours within the aircraft’s OSD.
🔸 Structured Training Basis: Provides a framework to develop and approve Part-66 type-rating training courses for electric, hybrid and other non-conventional aircraft.
🔸 Regulatory Alignment: Ensures maintenance training standards evolve in parallel with innovative propulsion technologies.
The Decision forms part of EASA’s broader new air mobility regulatory roadmap and facilitates compliance for applicants seeking type certification of next-generation aircraft.

EASA has also issued ED Decision 2026/002/R, amending the Acceptable Means of Compliance (AMC) and Guidance Material (GM) to Regulation (EU) No 1321/2014 to support the implementation of Commission Implementing Regulation (EU) 2025/111 on continuing airworthiness for electric- and hybrid-propulsion aircraft and other non-conventional aircraft.
The Decision ensures that existing AMC and GM frameworks are adapted to address the specific characteristics of new air mobility aircraft, providing regulatory clarity and maintaining a level playing field with conventional aircraft.
Key elements of the amendments include:
🔸 Expanded Applicability: Updates GM to clarify how continuing airworthiness requirements apply to non-conventional aircraft under Part-M, Part-145, Part-66, Part-147, Part-ML and Part-CAO.
🔸 Part-66 Licensing Updates: Introduces guidance for the new B1.E licence subcategory, including syllabus content, examination standards, licence endorsement guidance and conversion pathways.
🔸 Type Training & Endorsement: Clarifies training and on-the-job requirements for electric and hybrid propulsion aircraft when adding new types to licences.
🔸 Maintenance Programme Adaptations: Provides guidance for minimum inspection programmes and maintenance tasks specific to electric power plants and novel systems.
🔸 Regulatory Consistency: Aligns AMC & GM with Implementing Regulation (EU) 2025/111 to ensure safety, efficiency and harmonised oversight.
This Decision complements ED Decision 2026/001/R by providing the practical compliance framework needed to implement the new continuing airworthiness rules for next-generation aircraft.

The U.S. Federal Aviation Administration (FAA) has stepped up drone enforcement, announcing fines and licence suspensions or revocations following unsafe and unauthorised operations between 2023 and 2025. The update reinforces the FAA’s commitment to protecting the National Airspace System and deterring high-risk drone activity.
Key updates include:
🔸 Stronger Enforcement Policy (2026 Update): Legal action is now required where drone operations endanger the public, violate airspace restrictions or are conducted in furtherance of another crime.
🔸 Significant Financial Penalties: Civil penalties of up to $75,000 per violation may apply. In 2025, fines ranged from $1,771 to $36,770, including cases involving wildfires, restricted airspace near Mar-a-Lago, major sporting events and public festivals.
🔸 Licence Suspensions & Revocations: Eight remote pilots faced enforcement action in 2025, including suspensions for flights over NFL games and unsafe drone light shows, and revocation for operating in restricted airspace.
🔸 Accountability Without a Licence: Operators without a remote pilot certificate may still face fines, including enforcement against companies.
The FAA encourages reporting of unsafe drone activity and emphasises that all operators remain responsible for understanding and complying with applicable regulations.

EUROCAE has published ED-339, a new standard developed by WG-105 (Unmanned Aircraft Systems) addressing the indirect exchange of Network Identification (NID) data between U-space Service Providers (USSPs) and Authorised Users.
The document provides a technical framework aligned with European U-space regulations, supporting the secure and structured sharing of NID information within and beyond designated U-space airspace.
Key elements of ED-339 include:
🔸 Indirect Exchange Framework: Defines the indirect approach for sharing NID data among USSPs and with other Authorised Users.
🔸 Interface Specifications: Establishes the information data model, message structures and communication protocols for interoperability.
🔸 Regulatory Alignment: Fully aligned with the European U-space regulatory package (EU Regulations 2021/664, 665 and 666).
🔸 Broader Applicability: Designed to remain usable outside U-space airspace and in non-European jurisdictions where NID data exchange is required.
🔸 Operational Interoperability: Supports harmonised implementation of identification data exchange across digital airspace services.
ED-339 strengthens the technical foundations for interoperable U-space services and secure network identification data management across Europe and beyond.
The Civil Aviation Administration of China (CAAC) has issued two draft airworthiness standards and opened a public consultation on draft advisory circulars.
Key elements:
🔸 The standards cover Normal Category Power-lift Unmanned Aircraft Systems, with a maximum take-off weight between 150 kilograms and 5,700 kilograms, that are not designed to carry passengers.
🔸 The standards for Normal Category Multi-rotor Unmanned Aircraft Systems would apply to aircraft defined under the Rules for the Operation Safety Management of Civil Unmanned Aircraft (CCAR-92) that operate in integrated airspace or over densely populated areas, and that are not intended for transporting people.

As recent incidents involving malicious use of drones have caused significant and growing security challenges for the European Union, the European Commission drafted an action plan against the threats posed by malicious drone operations.
Key elements of the Action Plan include:
🔸 Propose a Drone Security Package (Q3 2026) to update the regulatory framework:
🔸 Launch a Coordinated Security Risk Assessment (Q3 2026) leading to a Drone Security Toolbox.
🔸 Develop an EU Trusted Drone Label (Q4 2026).
🔸 Improve UAS geographical zone data (Q4 2026) and define geofencing technical requirements (by 2027).
🔸 Launch a maritime pilot action (by 2027) to counter surface and undersea drone threats.
🔸 Launch a Call for Expressions of Interest to Member States, Ukraine and European industrial partners to live test and deploy cellular-based, dual-use drone detection capacity (Q2 2026):
🔸 Intensify support to Member States to enhance the European drone and counter drone capability.

A forthcoming paper authored by Nathalie Kühn about expanding A-CDM towards innovative air mobility and vertiports is currently part of an ongoing research and process of publication. Nathalie Kühn examines whether A-CDM principles can be extended to Innovative Air Mobility (IAM) and vertiport operations. Based on her findings, A-CDM concepts are transferable to vertiports, but adaptation is required to reflect different aircraft types, automation levels, urban traffic density, and integration with U-space services. The paper emphasises that future frameworks should remain aligned with existing A-CDM standards and EU aviation regulations while allowing innovation.
Key elements of EUROCONTROL’s paper:
🔸 Information sharing must shift from an airport-centric to a network-centric model, using U-space services like U-space Common Information Service Providers (CISP).
🔸 IAM operations are characterised by higher take-off time uncertainty and a mix of planned and ad-hoc flights.
🔸 Traditional A-CDM milestones may not be fully transposable to Vertical Take-Off and Landing Capable Aircraft (VCA) and vertiport operations, and additional milestones may be required.
🔸 The turnaround times, taxi times, and sequencing depend on VCA characteristics and vertiport layout.
🔸 Interoperability issues arise when vertiports are near airports.
🔸 Clear definition of roles, responsibilities and collaboration is essential.
