The Federal Aviation Administration (FAA) has published its long-awaited Notice of Proposed Rulemaking (NPRM) on Beyond Visual Line of Sight (BVLOS) drone operations, effectively introducing Part 108. This proposed rule replaces the waiver-based system with a scalable, rule-based framework to enable routine BVLOS missions across the United States.
Key highlights include:
🔸 Two-Track Approval Path: Permits for lower-risk operations and certificates for higher-risk or complex missions, both requiring safety systems and training
🔸 Defined Operational Areas: FAA-approved sites capped at 400 ft AGL, with contingency planning requirements
🔸 Automated Data Service Providers (ADSPs): FAA-approved systems mandated for traffic separation and safe BVLOS integration
🔸 Streamlined Airworthiness: Certification pathway for drones up to 1,320 lbs, based on industry standards
🔸 Operations Over People: Allowed under population-based limits, enabling expanded commercial use cases
🔸 Security & Oversight: Cybersecurity measures, TSA checks, and ongoing reporting obligations
The NPRM aims to accelerate BVLOS adoption while maintaining safety, security, and scalability.

The UK Civil Aviation Authority (CAA) has published CAP3141, detailing findings from a safety analysis of commercial eVTOL operations using Systems Theoretic Process Analysis (STPA). Conducted with the eVTOL Safety Leadership Group and WMG University of Warwick, the report identifies systemic operational risks and recommends mitigations for regulators, operators, vertiports and manufacturers.
Key focus areas include:
🔸 Systemic Risk Identification: Uses STPA to map potential hazards across entire operational environments, including vertiports, UTM systems and aircraft interfaces
🔸 Safety Mitigations: Recommends actions for regulators, the UK National Aviation Safety Plan, operators and infrastructure managers to address emerging risks
🔸 Integration with Existing Operations: Highlights considerations for safe coexistence between eVTOL and conventional helicopter activities
🔸 Adaptive Approach: Designed as a ‘live’ document, enabling updates as technology, infrastructure and regulatory frameworks evolve
The publication supports the development of a robust safety framework for Advanced Air Mobility and informs future regulatory policies in the UK.
Building on CAP3141, the UK CAA and WMG have released further research assessing systemic risks linked to eVTOL integration into UK airspace. The 18-month study, funded by the Department for Transport, highlights over 50 priority areas, ranging from airspace integration and vertiport safety to automation oversight.
Key recommendations include real-time aircraft performance monitoring, advanced vertiport energy and landing systems and validation protocols for automation tools. Developed with input from the eVTOL Safety Leadership Group, the findings will inform the CAA’s Future of Flight programme and the Airspace Modernisation Strategy.

Argentina's CAA (ANAC) has introduced Resolution No. 550/2025, updating RAAC Parts 100, 101 and 102 to modernise drone operations and align with international standards while promoting safety and market openness.
Key higlights include:
🔸 Three Operational Categories: Replaces the old class-based system with Open, Specific and Certified categories, mirroring EASA and LAR frameworks
🔸 Simplified Licensing: Reduces bureaucracy by replacing 20+ authorisations with three clear pathways, streamlining remote pilot licensing and training
🔸 Free Competition in Training: Opens remote pilot training to all authorised CIACs, eliminating monopolies and expanding access nationwide
🔸 Integration into Airspace: Introduces a UTM system under RAAC 100 for safe integration of drones into controlled airspace, aligned with ICAO standards
🔸 Safety & Compliance: Maintains strict operational safety requirements, including defined no-fly zones, population-based limitations and mandatory authorisations for complex missions
This framework supports industry growth, encourages investment and ensures Argentina remains aligned with global best practices for UAS regulation.

The Department for Transport has released Ireland’s first National Policy Framework for UAS, setting a strategic vision for drone growth and safe integration.
Key actions include:
🔸 National Working Group on UAS Geographical Zones to guide transparent airspace integration
🔸 National U-space Steering Group to develop Ireland’s U-space Implementation Plan
🔸 Fixed charge offences for UAS regulation breaches, strengthening enforcement
🔸 Enhanced inter-agency cooperation between the IAA, Gardaí and Data Protection Commission
🔸 Promotion of education, training and compliance with local authorities and industry
The framework paves the way for responsible growth, enabling opportunities in public safety, environmental monitoring, logistics, agriculture and beyond.

The European Union Aviation Safety Agency (EASA) has published its 2025 Annual Safety Review (ASR), analysing aviation safety data from 2024 and comparing it with the last decade to inform the European Plan for Aviation Safety (EPAS).
Key insights include:
🔸 Europe remains one of the safest regions globally
🔸 7.7M flights in 2024; 14 fatal accidents worldwide, 304 fatalities
🔸 Europe: 3 fatal commercial accidents → 3 fatalities
🔸 General aviation: 27 fatal accidents → 44 fatalities (slight decrease)
🔸 Drones/UAS: No fatal accidents; however, the ASR notes an increase in occurrence reports, emphasising the importance of U-space safety measures
The report emphasises continued vigilance and adapting safety frameworks to new technologies.

EASA has also published the August 2025 revision of the Easy Access Rules (EAR) for Standardised European Rules of the Air (SERA), Regulation (EU) No 923/2012. The update is available in both PDF and XML formats, supporting accessibility for regulators, operators and developers.
Key updates include:
🔸 Formatting & Consolidation: Removal of transitional formatting for rules applicable from 1 May 2025 and deletion of outdated counterparts valid until 30 April 2025
🔸 ED Decision 2025/012/R: Issuance of new and amended Acceptable Means of Compliance (AMC) and Guidance Material (GM), specifically enabling innovative air mobility operations with manned aircraft capable of vertical take-off and landing (VTOL)
🔸 Living Document: Published through EASA’s eRules platform, ensuring the EAR for SERA will be continuously updated with future amendments to Implementing Rules (IRs), AMC and GM
🔸 Accessibility: Available in easy-to-read PDF with advanced navigation tools and as machine-readable XML to facilitate integration with digital systems
This revision reinforces EASA’s role in providing transparent, up-to-date rules that support the safe integration of innovative aviation technologies into European skies.
