On Wednesday 1 April, the articles of Royal Decree 182/2026 on ultralight pilot lincences and ratings and the use of ultralight motorised aircraft (ULM) entered into force, to ensure the safe and efficient operations of ULM aircraft, modernising pilot licences and ratings, and harmonising Spanish regulations with European standards.
Key elements:
🔸The decree removes the obligation to revalidate ULM ratings every two years.
🔸Alignment with European standards, including the recognition of European licences (LAPL, PPL, CPL, or ATPL) to pilot or give instruction in ULM under equivalent verification requirements.
🔸Allowing the issuance of a ULM examiner certificate by recognising an FCL pilot examiner certificate issued by any European country.
🔸Validity of the instructor qualification is extended to 3 years, if the conditions for its renewal are met.
🔸An examiner can’t give more than 50% of the flight instructions to a student he/she will evaluate to obtain or maintain a licence, rating or certificate.
🔸Modernising the criteria applicable to operators with ultralight aircraft, including enabling access to controlled airspace, flights over populated areas, and operations above 10,000 ft, provided that the aircraft is supplied with oxygen.
🔸Increasing the role of safety in flight schools, including new obligations for training centres, updated training programmes and procedures for occurrence reporting and management.
The regulation will lower administrative burdens and simplify procedures and integration requirements, as well as enable electronic documentation for both ULMs and other aircraft.

The European Union Aviation Safety Agency (EASA) has announced the second edition of its Innovative Air Mobility (IAM) Implementation Forum, scheduled for 27-28 October 2026, held partially at its headquarters in Cologne, and online.
After the success of the inaugural forum, the 2026 edition will continue discussions across regulators, industry stakeholders, and local communities involved in the deployment of IAM services.

The European Union Aviation Safety Agency (EASA) has released Revision 24 of its Easy Access Rules (EAR) for Air Operations, alongside an improved online version of the rulebook. The update combines new regulatory content with a more advanced digital platform designed to make aviation rules easier to access, navigate, and integrate into compliance systems.

🔸 Implementation of permalinks for each rule article, allowing direct linking to the latest version of specific provisions.
🔸 Availability of rules in machine-readable XML format, enabling integration into compliance tools and databases.
🔸 Part of EASA’s broader eRules system, which allows continuous updates rather than static rule publications.
This update modernises how aviation regulations are accessed and managed, supporting digital, continuously updated rulebooks. This is increasingly relevant for drone and AAM operators, for whom scalable compliance systems and real-time regulatory access are essential.

The European Union Aviation Safety Agency (EASA) has published a proposed Certification Memorandum (CM) on the approval of flight conditions for development flights of new small aircraft. The document clarifies how flight conditions should be established and approved for Permit to Fly applications supporting proof-of-concept testing, design improvements, and new aircraft development.
Key elements:
🔸It introduces a bottom-up, case-by-case approach where flight conditions are defined by the applicant based on the specific aircraft, test programme, and operating environment, and subsequently assessed by EASA.
🔸Introduces a risk-based framework for development flights, replacing full certification compliance with “safe for intended test” criteria.
🔸Applicants are fully responsible for defining, substantiating, and declaring safe flight conditions (Form 18B).
🔸Flight conditions must be tailored case-by-case, based on aircraft configuration, test scope, and environment.
🔸Safety is primarily achieved through operational limitations, such as restricted airspace, reduced flight envelope, and limited duration.
🔸Prototype aircraft may deviate from certification specifications, if risks are appropriately mitigated.
🔸Includes provisions for UAS and AAM aircraft, allowing development flights under Permit to Fly, including unmanned testing to reduce pilot risk.
The objective of the CM is to streamline the approval process while enabling early flight testing without additional burden on organisations with established procedures.

The Federal Aviation Administration (FAA) has introduced the Drone Expedited and Targeted Enforcement Response (DETER) Programme, a new enforcement framework designed to accelerate the handling of small drone violations.
Key elements:
🔸Designed to speed up the enforcement of small UAS regulatory violations.
🔸Applies primarily to first-time offenders, and less serious operational violations.
🔸Enables expedited case resolution for eligible operators.
🔸Allows participants to admit liability, accept reduced penalties or certificate suspensions, and resolve cases without lengthy enforcement proceedings.
🔸Programme is implemented in select cases and operational contexts, including high-visibility or high-traffic airspace periods, as the upcoming FIFA World Cup matches from 12 June to 19 July.
🔸FAA emphasises continued standard enforcement for serious safety violations.
The DETER Programme is designed to make enforcement faster, and more effective at discouraging violations, while still ensuring fair legal procedures are followed.

The Federal Aviation Administration (FAA) has published NOTAM FDC 6/2824, replacing the previous nationwide UAS security NOTAM (FDC 6/4375), governing drone operations near certain federal mobile assets.
Key elements:
🔸Covers mobile assets associated with:
🔸Instructs operators to avoid flying in proximity to the covered mobile assets.
🔸Warns that federal agencies may take mitigation actions against drones deemed a credible threat, including interference, disruption, seizure, damage or destruction.
While this advisory does not introduce new operational rules for most UAS operations, it reinforces that flying near federal mobile assets may cause enforcement or counter-UAS responses, highlighting the importance of situational awareness around government operations.
