Murzilli Consulting’s regulatory newsletter for the latest in UAS, eVTOL and AAM/IAM updates.
The Libro Blanco de Vertipuertos outlines the integration of Innovative Air Mobility (IAM) into urban environments through vertiports which were noted as key infrastructures for eVTOL and vertical aircraft operations. It presents a phased approach: establishing a functional ecosystem, expanding operations with U-space integration, and achieving full automation. It states that Vertiports will act as economic catalysts, enhancing connectivity, sustainability, and urban design.
The document contains key focus areas including:
🔸Regulatory Evolution
🔸Public Acceptance
🔸Operational Safety
🔸Sustainable Development
The whitepaper also notes technology, strategic urban planning, and resilient design as critical.

The proposed Level 2 Means of Compliance (MoC) for Special Condition (SC) E – 19 for the certification requirements for an Electric and / or Hybrid Propulsion System cover the following areas:
🔸Overspeed and Containment Demonstration
🔸Endurance and Durability Demonstration (A)
🔸Calibration Assurance
🔸Safety Assessment
Interested parties can review and comment until 30 April 2025.

The document is intended as an advisory and provides guidance on acceptable means of compliance with the UK Specific Operations Risk Assessment (SORA) for Unmanned Aircraft Systems (UAS). It identifies where standards or means of compliance (MoCs) are required for UK SORA, taking reference from EASA’s Project Shepherd and JARUS SORA 2.5.
It covers Operational Safety Objectives (OSOs), containment requirements, impact mitigation (M2), and functional test-based methods (FTB). It aims to simplify compliance pathways, identify gaps in standards, and guide stakeholders like regulators, manufacturers, and insurers.
What should be noted is the standard does not cover:
🔸SORA requirements that do not specific standards as a MoC
🔸OSO robustness levels for higher than SAIL III
🔸Air risk
🔸All legal aspects or requirements relevant to UAS

The draft regulation intends to establish the approval and supervision process for UAS countermeasure systems at Portuguese airports. It aims to mitigate risks from unauthorised drone activities by implementing monitoring, detection and neutralisation systems, following EU aviation safety regulations.
The document outlines requirements from aerodrome operators which include:
🔸Setting up detection and inhibition strategies
🔸Formalising agreements with relevant entities
🔸Ensure interoperability with U-space systems
The draft states that ANAC will oversee compliance and approve systems based on rigorous technical and risk assessment criteria.

LBA have published guidelines for drone operations outside the “open” category under EU Regulation 2019/947. The guidelines contain information on the following categories:
🔸Jurisdiction, including which state’s aviation authority is responsible for processing the application
🔸Application submission documents and processing times
🔸Information on cross-border operations or operations outside the country of registration
🔸Links to all documents for submitting applications and the associated information material
With the current backlog for applications, the wait time is estimated at 26 weeks. The authority encourages applicants to explore these guidelines to simplify the process and reduce bureaucracy.
