What is SORA and Why Does it Matter?
SORA is a methodology used for the classification of the risk posed by a drone flight in the specific category of operations and for the identification of mitigations and of the safety objectives.
It helps the operator identify operational limitations, training objectives for the personnel essential for the operation (e.g., remote pilots, observers, maintainers, etc.), technical requirements for the drone and to develop the appropriate operational procedures that will be part of the operator manual.
In other words, it is also used to determine the safety requirements of a medium-risk drone operation; the specific category under the regulations established by EASA. It involves a thorough assessment of potential hazards, including the risk of collisions between Uncrewed Aircraft (UA) and crewed aircraft, as well as risks linked to specific threats such as physical obstacles.

The process also considers the aircraft’s technical characteristics and the proposed operational mitigations; for example, flight planning measures and coordination with other Air Navigation Service Providers (ANSPs), airspace users or Air Traffic Control (ATC) for a particular Uncrewed Aircraft System (UAS) mission.
Through this systematic evaluation, SORA defines the boundaries necessary to ensure a safe operation. The assessment includes several steps that analyse the variables affecting drone operations (from ground risk to air risk perspective) and also flight conditions and the evaluation of the intended area of operation.
An authorisation based on a SORA also specifies the safety measures required to ensure that the flight does not endanger other aircraft, people, or property. By identifying and mitigating these risks, the SORA process aims to minimise potential harm and promote safe, reliable, and compliant drone operations.
