Last week Murzilli Consulting, the consulting firm offering 360° regulation, technology and strategy services for innovative aviation stakeholders, hosted the event, "UAS in Emergency Management," in collaboration with Deeplabs at MASID.
Highlights of the Event
The event was kicked off with a presentation by Pilar Gil of Deeplabs who clarified the projects and visions of MASID with a technical focus on Madrid. AESA’s Head of UAS Division, Roberto Gandara also presented a brilliant summary of the new regulatory developments brought about by the publication of the UAS Royal Decree and explained how they affect NON-EASA operations and emergency operations.
The panel that followed was moderated by Murzilli Consulting’s Director of Regulatory Affairs and Commercial Space, Juanjo Sola who presented solutions that the Murzilli Consulting team of expert consultants are currently implementing with clients from around the world while emphasising the importance of efficiency and maintaining the required safety levels.
Juanjo Sola is an aerospace engineer and a licensed pilot for both traditional aircraft and UAS with a background in air traffic control. He was the former head of the UAS Division of the Spanish CAA (AESA), and prior to that, he was their ATM/AIS Oversight Inspector and ATC Training Manager. He has been a part of the ICAO RPAS Panel, JARUS, and EASA’s UAS Focal Point.
The panel of industry leaders shared their perspectives on the latest advances, use cases, trends, and challenges in implementing UAS emergency technology. The discussions evaluated the latest regulations, including the implications of the new Royal Decree 517/2024 which introduces more flexibility in low-altitude operations and adjusts the DRI requirement for security forces. Technical challenges like medium-risk operations (SAIL III/IV), long-range BVLOS operations with DAA devices and 5G connections were also covered.
The panel experts highlighted topics such as; Israel Quintanilla from the UPV provided an overview of the current challenges and presented an analysis of the evolution of the UAS sector over the past ten years with an emphasis on how the technology was utilised in an emergency; Bomberos of Madrid’s Jaime Gaiteiro described operations that were carried out in Madrid to fight fires from a realistic perspective; César Ortega Chíes from Aeromedia outlined becoming a pioneer operator in emergency operations and the needs of the police and emergency forces; Borja Cano from Telefónica based his intervention on two aspects: the repercussions on security and the importance of communications, clarifying aspects of the use of 5G and the reservation of radio spectrum and Ginés Moreno, from GMV, spoke on the importance of GNSS systems for keeping UAS in the expected location, particularly in BVLOS operations. His presentation focused on three pillars: cybersecurity, integrity, and validation/certification.
The panel concluded with future-driven thoughts on the next steps for the drone sector, such as airspace management during emergencies, Lidar mapping applications, and frequency band usage during crisis situations. This event marks a significant step towards enhancing our capabilities in emergency response using drone technology.
